Stocks edge up before Fed; China move quells credit fears

TOKYO (Reuters) - Asian stocks edged up on Tuesday after China's central bank injected funds into money markets for the first time since February, while the dollar index moved off a five-week low as investors positioned for the Federal Reserve's policy meeting.

European shares were set to open higher on Tuesday, tracking gains in Asia and on expectations of more strong company results, with more than 40 major European companies scheduled to announce earnings.

Financial spreadbetters predicted Britain's FTSE 100 <.ftse> to open 24 to 27 points higher, or as much as 0.4 percent; Germany's DAX <.gdaxi> was seen gaining 28 to 29 points, or as much as 0.4 percent; and France's CAC 40 <.fchi> was seen rising 13 points, or 0.3 percent.

China's central bank injected funds into money markets via its open market operations, helping alleviate fears of another cash crunch ahead of the month-end after a severe cash squeeze in late June that caused market panic and knocked shares lower.

The Shanghai Composite Index <.ssec> rose 0.7 percent, while Hong Kong's Hang Seng Index <.hsi> rose 0.2 percent.

"The PBOC (People's Bank of China) cash injection was a positive today, but I don't think it will be anything more than a short-term lift for the Chinese banking sector," said Linus Yip, a strategist at First Shanghai Securities.

EYE ON FED, PAYROLLS

Other central banks take center stage this week as investors wait to see whether Fed officials lay the groundwork for paring their $85 billion-a-month bond purchase program as early as September. The Bank of England and the European Central Bank also hold policy meetings this week.

The U.S. payrolls report on Friday is also in focus, as an improving labor market would help determine the timing of any Fed stimulus reduction. The report is expected to show 185,000 jobs were added in July, and the jobless rate dipped to 7.5 percent.

An upbeat report would lend credence to speculation the Fed will start tapering its stimulus in September, and would likely give the dollar a further lift.

"We've been seeing very subdued activity from clients, as it's quite obvious people are waiting to see what comes out of the U.S. for further direction," said Bart Wakabayashi, head of forex at State Street Global Markets in Tokyo.

"There's a bit of a consensus that the recent sell-off in dollar/yen and equity markets seems like a prelude to some kind of dovish remark from the FOMC, and we'll be right back where we were three days ago," he said.

Data showed Japanese industrial output in June fell 3.3 percent from May, the first drop in five months, but analysts still see the economy on track for a gradual recovery.

Japan's jobless rate fell below 4.0 percent for the first time in more than 4-1/2 years and the availability of jobs hit the highest in five years, boding well for the government's efforts to revive the economy and end deflation.

On Wall Street on Monday, all three major indexes moved lower, while European shares finished the day mostly flat.

DOLLAR GAINS, AUSSIE SLIDES

Against the yen, the dollar gained 0.3 percent to 98.28 yen, moving away from Monday's trough of 97.61 yen, which was the lowest in nearly a month.

The euro edged down against the greenback to $1.3258. That contributed to the dollar index's <.dxy> rise of 0.1 percent to 81.766, moving away from a five-week low of 81.499 hit on Monday.

The Australian dollar plunged more than half a U.S. cent after the central bank governor said inflation would be no bar to a cut in interest rates and that the local currency could fall further. It hit a two-week low of $0.9059, and was last down 1.4 percent at $0.9072.

Commodities were under pressure ahead of the Fed meeting and on concerns about the economic outlook in China.

Analysts polled by Reuters forecast China's manufacturing sector may have contracted in July for the first time in 10 months, signaling a protracted slowdown in the world's second-largest economy.

Copper fell about 0.4 percent to $6,851.50 a tonne, while U.S. crude lost 0.1 percent to $104.40 a barrel.

Spot gold was little changed as traders shied away from taking big bets ahead of the Fed meeting, edging down to $1,325.41 an ounce.

Ensco Beats on Earnings & Revenues

Oil and natural gas driller Ensco plc (ESV) reported impressive second quarter 2013 results on the back of increased utilization, rising customer demand as well as new rigs joining the fleet.

Diluted second quarter earnings were $1.55 a share, which surpassed the Zacks Consensus Estimate of $1.50. Earnings increased 6.9% from $1.45 earned in the year-earlier quarter.

Total revenue grew 16.5% to $1,248.1 million from $1,071.1 million generated in the year-ago quarter. Total revenue also beat our expectation of $1,234.0 million.

Ensco attributed the deployment of new rigs over the past year that increased utilization and average dayrate and aided earnings growth. Moreover, a full quarter of operations for ENSCO 8505 also contributed to the growth.

A full quarter of operations by ENSCO 8506 and ENSCO DS-6 (the fourth Samsung DP3 drillship) for repeat customers emphasized the benefits provided by fleet standardization. Ensco ordered its eighth Samsung DP3 drillship, ENSCO DS-10 as well as a premium jackup ? ENSCO 110 ? for delivery in early 2015, in view of increased customer demand.

Second Quarter Segment Performance

In fourth quarter 2012, Ensco changed its reporting segments. The Floaters segment now consists of all its drillships as well as semisubmersibles. However, the Jackups and Other segments were unaffected.

Floaters: Revenues jumped 22.3% to $823.4 million in the reported quarter from the year-earlier level of $673.4 million. The improvement was mainly backed by the addition of three newbuild floaters.

Rig utilization in this segment dropped to 86% from 92% in the year-earlier quarter. Dayrate increased to $399,316 from the year-earlier level of $351,963.

Jackups: Revenues from the Jackup fleet jumped to $404.4 million from $376.6 million in the prior-year quarter, with its average dayrate climbing 15.9% to $122,083 from $105,356. However, overall jackup utilization decreased to 83% from 90% in the year-earlier quarter.

Other: Revenues came in at $20.3 million, down 4.7% from $21.3 million in the second quarter of 2012.

Costs and Expenses

On the cost front, depreciation expense increased 12.2%, contract drilling expenses rose 22.8%, while general and administrative expenses dropped 2.5% on a year-over-year basis.

Balance Sheet and Capex

At the end of the second quarter, Ensco had $489.8 million in cash. Long-term debt (inclusive of current maturities) was $4,806.2 million, with a debt-to-capitalization ratio of 28.1% (compared with 28.6% in the preceding quarter).

With the completion of the construction phase of its 6 additional rigs ? scheduled to be delivered by the end of 2014 ? Ensco is expected to achieve significant growth. Ensco has $11 billion contract revenue backlog, excluding bonus opportunities. The company?s solid backlog position provides it with excellent cash flow visibility. Additionally, the company?s impressive balance sheet and sufficient liquidity help it to address operational or corporate needs.

Highly anticipated mayhem simulator "Grand Theft Auto 5" is grabbing gamer attention for being the first title in Rockstar's long and stories video game series to feature not one, not two, but three interchangeable protagonists. But if you can't wait until September to seamlessly swap between this trio of troglodytes, some enterprising modders have adjusted the PC version of "Grand Theft Auto 4" to allow for instantaneous swapping between that game's three protagonists as well.

While "GTA 4" originally launched with only a single-player character, antihero Niko Bellic, later downloadable content (DLC) fadded two new protagonists; Johnny Klebitz, the star of an additional post-release campaign "The Lost and Damned," and Luis Lopez, the player character for the game's second expansion, "The Ballad of Gay Tony." The patched PC version lacks the polish of a full-fledged commercial release like "Grand Theft Auto 5," but this new version of "GTA 4" might just do the trick for those of us that can't stand the idea of investing another month and a half (not to mention $60) just to get our hands on the new "GTA."

The modders note that the project is still in development and therefore warn any prospective PC gamers to be wary of bugs if they choose to download the software.

"It's a course that I've felt comfortable on the last two years, and one that I feel like every time I play, that I should have a decent shot to win the tournament."

Blazers' David Vanterpool interviews for Sixers coach job, according to report

The Philadelphia 76ers have held out a while to find their new head coach. Could David Vanterpool be the guy for the job?

Sam Hinkie has taken his time finding the Philadelphia 76ers' next head coach, but Blazers assistant David Vanterpool might have caught his eye. Vanterpool has emerged as a serious candidate after his interview on Monday, according to Yahoo! Sports Adrian Wojnarowski.

Vanterpool, 40, spent five years coaching overseas with CSKA Moscow, but began his NBA career with the Portland Trail Blazers this past season. The one-time St. Bonaventure star spent most of his professional career overseas, save a 22-game stint with the Washington Wizards in 2000-2001, where he averaged 5.5 points per game, but wasn't suited to jump immediately into the coaching game. However, his first year in Portland under Terry Stotts jump-started his chances of bringing his coaching career to the big time.

Of the 13 teams that changed head coaches in 2012-2013, the Sixers are the last squad to find a replacement, and time before the start of the next campaign is ticking. Vanterpool has worked with the Oklahoma City Thunder as their director of player personnel, and is believed to have worked with Blazers guard Damian Lillard as the Weber State grad turned into the rookie of the year. Vanterpool would certainly fit the job profile as Hinkie searches for a new coach, as the first-time GM looks for younger guys who might be suited to analytics and other aspects he stresses as the squad's GM.

Pegatron and Apple (AAPL) issued statements on Monday responding to a report from China Labor Watch alleging widespread workers' rights violations at three Pegatron facilities.?

The full text of the statements follow:

Additionally, we have closely tracked working hours at all of these facilities. Our most recent survey in June found that Pegatron employees making Apple products worked 46 hours per week on average. Excessive overtime is not in anyone's best interest, and we work closely with our suppliers to prevent it. Apple surveys working hours for more than 1 million employees across our supply chain each month and we report the findings on our website.

We have been in close contact with China Labor Watch for several months, investigating issues they've raised and sharing our findings. When they first told us that workers' ID cards were being withheld, an auditor from our Supplier Responsibility program was on-site the next day to investigate. We confirmed that labor brokers for Pegatron were holding a small number of IDs as they helped set up bank accounts for those employees. We demanded Pegatron put a stop to this practice and a new system was in place within a week.

Their latest report contains claims that are new to us and we will investigate them immediately. Our audit teams will return to Pegatron, RiTeng and AVY for special inspections this week. If our audits find that workers have been underpaid or denied compensation for any time they've worked, we will require that Pegatron reimburse them in full.

Our audits involve a thorough review of timecards and other documents to guard against falsification. We will investigate these new claims thoroughly, ensure that corrective actions are taken where needed and report any violations of our code of conduct. We will not tolerate deviations from our code.

Apple believes in transparency and accountability, both for our suppliers and ourselves. St. Paul Mayor Coleman, Sir Richard Branson take a look at drug policy

St. Paul Mayor Chris Coleman touched on the thorny issue of drug policy reform Sunday at the Landmark Center after viewing a documentary about the war on drugs.

Coleman participated in a panel discussion along with Sir Richard Branson, the founder of the Virgin Group, who is promoting the documentary "Breaking the Taboo," which chronicles the supposed worldwide failures of the war on drugs.

Since it debuted in December, discussions about the film, which Branson's son, Sam, co-produced, have centered on the debate about whether drugs should be treated as a health problem rather than a criminal problem.

Richard Branson, a member of the Global Commission on Drug Policy, has been critical of the war on drugs. Coleman has been supportive of drug courts and other efforts that often promote rehabilitation over incarceration.

"When the drug courts were started in Hennepin County, there was a lot of controversy about that," Coleman told the audience that nearly filled the Landmark Center's 230-seat auditorium. "But people all of a sudden realized that there was a tremendous benefit. It got people in recovery ... and saved money."

Coleman noted that Minnesota has been at the forefront of recovery and often is referred to as the "land of 10,000 treatment centers."

"We do it as good as anybody," he said. "Addiction is painful, and it is really important that people have resources and places to turn."

Many audience members cheered as Coleman noted how the war on drugs has hit the African-American community especially hard.

"Again, I'm not here to advocate for deregulation of all drugs or anything. I'm just saying that this isn't working, and we're seeing the consequences of that," Coleman said.

Branson is believed to be one of the richest business moguls in Britain, and the Virgin Group -- which includes Virgin Atlantic Airways and Virgin Megastores -- spans more than 400 companies. Branson was in St. Paul to also attend the Starkey Hearing Foundation gala held at RiverCentre.

Treating addiction as a public health problem instead of a crime would reduce the money spent on law enforcement and incarceration, Branson said Sunday.

"The first step is (that) nobody caught with any kind of drug would ever be sent to prison," he said. "If they have a drug problem, they will be helped. That has worked in other countries around the world, and that would be great if that could be introduced here. Ask yourself if you'd want your brother, sister or children sent to prison or helped."

The others panelists Sunday were Sarah Gordon, an HIV counseling coordinator with the Minnesota Department of Health, and Naya Arbiter, vice president of the Amity Foundation, a nonprofit that provides drug treatment services in California, New Mexico and Arizona.

Filmed in eight countries and narrated by Oscar-winning actor Morgan Freeman, "Breaking the Taboo," launched online on Hulu.com last week.

More screenings are planned in more than 20 venues in the U.S., England, Thailand and Australia.

This builds trust with employees, but also helps you keep an accurate pulse on how employees value their health benefits.

  4. Explain the Details.?When employees have questions on the "why" or "how," take the time to answer employees' questions in detail. With employee health benefits, they may have questions on what services or expenses are covered, or how to access their health benefit. Being detailed will help employees understand their employee health benefits better, and they will value the health benefit even more. Providing a detailed answer?will also make employees more self-sufficient; helping your efficiency in the long term.?

  5. Show You Care, Confidentially.?In HR, you handle questions about employee health benefits, HR policies, and procedures. You also help employees with personal, sensitive concerns. Showing sensitivity to what employees are going through will make the employee feel safe, and will make employees more comfortable about coming to you with their concerns. At the same time, be upfront with the employee about confidentiality and draw boundaries as appropriate.

  6. Consistency is King.?Be consistent with both how you communicate and the information you provide. This will create positive morale among employees and leadership, and help you gain employee trust.?

WASHINGTON: Growing signs of declining economic security in ...

? Four out of 5 U.S. adults struggle with joblessness, near poverty or reliance on welfare for at least parts of their lives, a sign of deteriorating economic security and an elusive American dream.

Survey data exclusive to The Associated Press points to an increasingly globalized U.S. economy, the widening gap between rich and poor and loss of good-paying manufacturing jobs as reasons for the trend.

The findings come as President Barack Obama tries to renew his administration's emphasis on the economy, saying in recent speeches that his highest priority is to "rebuild ladders of opportunity" and reverse income inequality.

Hardship is particularly on the rise among whites, based on several measures. Pessimism among that racial group about their families' economic futures has climbed to the highest point since at least 1987. In the most recent AP-GfK poll, 63 percent of whites called the economy "poor."

"I think it's going to get worse," said Irene Salyers, 52, of Buchanan County, Va., a declining coal region in Appalachia. Married and divorced three times, Salyers now helps run a fruit and vegetable stand with her boyfriend, but it doesn't generate much income. They live mostly off government disability checks.

"If you do try to go apply for a job, they're not hiring people, and they're not paying that much to even go to work," she said. Children, she said, have "nothing better to do than to get on drugs."

While racial and ethnic minorities are more likely to live in poverty, race disparities in the poverty rate have narrowed substantially since the 1970s, census data show. Economic insecurity among whites also is more pervasive than is shown in government data, engulfing more than 76 percent of white adults by the time they turn 60, according to a new economic gauge being published next year by the Oxford University Press.

The gauge defines "economic insecurity" as experiencing unemployment at some point in their working lives, or a year or more of reliance on government aid such as food stamps or income below 150 percent of the poverty line. Measured across all races, the risk of economic insecurity rises to 79 percent.

"It's time that America comes to understand that many of the nation's biggest disparities, from education and life expectancy to poverty, are increasingly due to economic class position," said William Julius Wilson, a Harvard professor who specializes in race and poverty.

He noted that despite continuing economic difficulties, minorities have more optimism about the future after Obama's election, while struggling whites do not.

"There is the real possibility that white alienation will increase if steps are not taken to highlight and address inequality on a broad front," Wilson said.

Sometimes termed "the invisible poor" by demographers, lower-income whites are generally dispersed in suburbs as well as small rural towns, where more than 60 percent of the poor are white. Concentrated in Appalachia in the East, they are also numerous in the industrial Midwest and spread across America's heartland, from Missouri, Arkansas and Oklahoma up through the Great Plains.

More than 19 million whites fall below the poverty line of $23,021 for a family of four, accounting for more than 41 percent of the nation's destitute, nearly double the number of poor blacks.

Still, while census figures provide an official measure of poverty, they're only a temporary snapshot. The numbers don't capture the makeup of those who cycle in and out of poverty at different points in their lives. They may be suburbanites, for example, or the working poor or the laid off.

In 2011 that snapshot showed 12.6 percent of adults in their prime working-age years of 25-60 lived in poverty. But measured in terms of a person's lifetime risk, a much higher number ? 4 in 10 adults ? falls into poverty for at least a year of their lives.

The risks of poverty also have been increasing in recent decades, particularly among people ages 35-55, coinciding with widening income inequality. For instance, people ages 35-45 had a 17 percent risk of encountering poverty during the 1969-1989 time period; that risk increased to 23 percent during the 1989-2009 period. For those ages 45-55, the risk of poverty jumped from 11.8 percent to 17.7 percent.

By race, nonwhites still have a higher risk of being economically insecure, at 90 percent. But compared with the official poverty rate, some of the biggest jumps under the newer measure are among whites, with more than 76 percent enduring periods of joblessness, life on welfare or near-poverty.

By 2030, based on the current trend of widening income inequality, close to 85 percent of all working-age adults in the U.S. will experience bouts of economic insecurity.

"Poverty is no longer an issue of 'them', it's an issue of 'us'," says Mark Rank, a professor at Washington University in St. Louis who calculated the numbers. "Only when poverty is thought of as a mainstream event, rather than a fringe experience that just affects blacks and Hispanics, can we really begin to build broader support for programs that lift people in need."

Rank's analysis is supplemented with figures provided by Tom Hirschl, a professor at Cornell University; John Iceland, a sociology professor at Penn State University; the University of New Hampshire's Carsey Institute; the Census Bureau; and the Population Reference Bureau.

Among the findings:

?For the first time since 1975, the number of white single-mother households who were living in poverty with children surpassed or equaled black ones in the past decade, spurred by job losses and faster rates of out-of-wedlock births among whites. White single-mother families in poverty stood at nearly 1.5 million in 2011, comparable to the number for blacks. Hispanic single-mother families in poverty trailed at 1.2 million.

?The share of children living in high-poverty neighborhoods ? those with poverty rates of 30 percent or more ? has increased to 1 in 10, putting them at higher risk of teen pregnancy or dropping out of school. Non-Hispanic whites accounted for 17 percent of the child population in such neighborhoods, up from 13 percent in 2000, even though the overall proportion of white children in the U.S. has been declining.

The share of black children in high-poverty neighborhoods dropped sharply, from 43 percent to 37 percent, while the share of Latino children ticked higher, from 38 to 39 percent.

Going back to the 1980s, never have whites been so pessimistic about their futures, according to the General Social Survey, which is conducted by NORC at the University of Chicago. Just 45 percent say their family will have a good chance of improving their economic position based on the way things are in America.

The divide is especially evident among those whites who self-identify as working class: 49 percent say they think their children will do better than them, compared with 67 percent of non-whites who consider themselves working class.

In November, Obama won the votes of just 36 percent of those noncollege whites, the worst performance of any Democratic nominee among that group since 1984.

Some Democratic analysts have urged renewed efforts to bring working-class whites into the political fold, calling them a potential "decisive swing voter group" if minority and youth turnout level off in future elections.

"They don't trust big government, but it doesn't mean they want no government," says Republican pollster Ed Goeas, who agrees that working-class whites will remain an important electoral group. "They feel that politicians are giving attention to other people and not them."

Panel backs lung cancer screening for some smokers

For the first time, government advisers are recommending screening for lung cancer, saying certain current and former heavy smokers should get annual scans to cut their chances of dying of the disease.

If it becomes final as expected, the advice by the U.S. Preventive Services Task Force would clear the way for insurers to cover CT scans, a type of X-ray, for those at greatest risk.

That would be people ages 55 through 79 who smoked a pack of cigarettes a day for 30 years or the equivalent, such as two packs a day for 15 years. Whether screening would help younger or lighter smokers isn't known, so scans are not advised for them. They also aren't for people who quit at least 15 years ago, or people too sick or frail to undergo cancer treatment.

"The evidence shows we can prevent a substantial number of lung cancer deaths by screening" ? about 20,000 of the 160,000 that occur each year in the United States, said Dr. Michael LeFevre, a task force leader and family physician at the University of Missouri.

Public comments will be taken until Aug. 26, then the panel will give its final advice. Reports on screening were published Monday in Annals of Internal Medicine.

The recommendation is a big deal for many reasons. The task force, an independent group of doctors appointed by the government, in recent years has urged less frequent screening for breast and cervical cancers, and no screening for prostate cancer, saying PSA blood tests do men more harm than good. There are no good ways to screen for ovarian cancer or other less common types.

But lung cancer is the top cancer killer worldwide. Nearly 90 percent of people who get it die from it, usually because it's found too late for treatment to succeed. About 85 percent of lung cancers in the U.S. are attributable to smoking, and about 37 percent of U.S. adults are current or former smokers. The task force estimates that 10 million Americans would fit the smoking and age criteria for screening.

The American Cancer Society used to recommend screening with ordinary chest X-rays but withdrew that advice in 1980 after studies showed they weren't saving lives. Since then, CT scans have come into wider use, and the society and other groups have endorsed their limited use for screening certain heavy smokers.

The scans cost $100 to as much as $400 and are not usually covered by Medicare or private insurers now. But under the new health care law, cancer screenings recommended by the task force are to be covered with no copays.

"It's generally going to be covered by all health plans" if the advice gets final task force approval, said Susan Pisano of the industry trade group America's Health Insurance Plans. She said her group may develop a response during the public comment period but has had "high regard" for the task force in the past "because they rely so heavily on the evidence" in crafting their recommendations.

The task force considered lung cancer screening in 2004 but said there was too little evidence to weigh risks and benefits. Since then, a major study found that screening the age group covered in the task force's recommendation could cut the chances of dying from lung cancer by up to 20 percent and from any cause by nearly 7 percent.

Screening "is absolutely not for everybody," not even all smokers, LeFevre stressed. That includes President Barack Obama, who said a couple years ago that he had quit smoking. Obama is too young (he will turn 52 in a few days) and too light a smoker (he reportedly smoked less than a pack a day), to be in the high-risk group advised to get screening.

The potential benefits of screening may not outweigh its possible harms for people not at high risk of developing lung cancer. A suspicious finding on a scan often leads to biopsies and other medical tests that have costs and complications of their own. The radiation from scans to look for cancer can raise the risk of developing the disease.

"These scans uncover things, often things that are not important. But you don't figure out that for a while," and only after entering "the medical vortex" of follow-up tests, said Dr. Peter Bach, a cancer screening expert at Memorial Sloan-Kettering Cancer Center in New York.

The best way to prevent lung cancer is to quit smoking or never start, and screening doesn't make smoking safer, doctors stress.

"That's everyone's public health concern: People will see this as a pass to continue smoking," Bach said of screening. "I don't think it's likely," because people know how harmful smoking is, he said.

Underwater Forest Discoverers Looking to Protect Unique Site

If salvage companies get their way, an underwater forest of 50,000-year-old trees only recently discovered could be destroyed to make high-end coffee tables.

The primeval underwater forest, long buried under the sediments at the bottom of the Gulf of Mexico, was probably uncovered by Hurricane Katrina and discovered by scuba divers. After it made headlines around the world, several salvage companies have contacted one of those divers to get the forest's location, which has not been publicly shared.

The companies' aim? Pull up the trees for the valuable wood.

"You have to think of the cachet of something made from a 50,000-year-old wood," said Ben Raines, the diver who first reported on the site and the executive director of the Weeks Bay Foundation, a waterways conservation organization. "It's like having a fossil on your shelf."

Now Raines' organization is scrambling to make the area a marine reserve before fortune hunters and scrap companies turn the forest into a fleeting memory. In their plan, scuba divers and fishermen could explore the site ? as long as they left the majestic trees intact.

Primeval forest

The grove of 50,000-year-old bald cypress trees was preserved beneath ocean sediments off the coast of Alabama until Hurricane Katrina swept those sediments away.

The trees were in such pristine condition that fresh sap oozed from the stumps when they were cut. The enchanted forest became a natural reef, teeming with fish and crustaceans that sheltered between tree roots.

After LiveScience's OurAmazingPlanet originally reported the story, people from around the country contacted Raines to discover the forest's location ? including several salvage companies hoping to mine the forest for its wood.

Raines worried that it was just a matter of time before the salvage companies discovered the site on their own and destroyed the forest. Without any protection, there was nothing stopping them, he said.

Protecting the forest

To stop that from happening, Raines' foundation is campaigning to turn the forest into a marine reserve. In their plan, scuba divers and fishermen would be free to explore the site as long as they left the forest intact, but salvage companies and treasure hunters would be barred from stripping the site. The foundation has contacted several federal agencies, including the Bureau of Ocean Management, to begin that process.

The foundation is also raising money from the public to do more thorough research and exploration.

Though Raines has briefly explored an area about three football fields big, the total forest could be nearly a half square mile (1.23 square kilometers) in area. Scientists believe the grove of thousand-year-old trees could reveal millennia of the Gulf of Mexico's climate history.

The foundation has also approached the Smithsonian Museum of Natural History in Washington, D.C., the Estuarium on Dauphin Island, Ala., and the Aquarium of the Americas in New Orleans to come up with ways to allow the public to see pieces of the forest.

National treasure

Scientists initially worried that the forest could rot or be eaten away by sea life in the next few years. But Raines believes it's worth protecting the underwater treasure because it may be around much longer than that.

"It's been out there eight years that we know of, and the stumps are not rotting that quickly," he told LiveScience's OurAmazingPlanet.

The outer portion of the trees could indeed be around for a while for divers to enjoy, said Steven Leavitt, a dendrochronologist (someone who studies tree rings) at the University of Arizona, who is not involved in studying the forest.

But on piers, shipworms typically eat enough wood underwater to make them structurally unstable within a year, he said.

Burrowing animals such as shipworms and zebra mussels can destroy wood underwater, making dating impossible. Here, underwater trees in the Great Lakes may not be subject to shipworms, zebra mussels are slowly eating through the wood.
"The outside is in pretty good shape, but the inside is sort of like Swiss cheese," Leavitt told LiveScience.

That can make climate analysis and dating from tree rings impossible after several years, he said.

Still, the fact that the forest has been around at least eight years and scientists have already dated some of the wood is a good sign, he added.

"That suggests that maybe the consumption of the wood is going to be much slower than it might be otherwise and therefore maybe they have a little bit more time," Leavitt said.

In addition, sonar mapping revealed that the vast majority of the forest is still buried under the sediment, and could be uncovered by the next big hurricane, Raines said.

"It could just as easily become bigger over time," Raines said.

But another big storm could just as easily bury the forest once again, Leavitt said.

The primeval forest is one of the country's great national treasures, Raines added.

"This ranks right up there with the Grand Canyon or Yellowstone; it's just amazing when you lay eyes on it," he said. "I don?t think I could stand it if what ended up happening is all the wood got mined out of the bottom and got turned into furniture."

Mr. Michael Osumba, an elderly Kenya-Stockholmer, is dead. According to information obtained by KSB, Mr. Osumba died of a heart attack on Saturday, 27th July 2013. Reports say that on the fateful day, the late Osumba was found in a bad condition in his house by some friends who had gone to visit him. The friends then raised the alarm with personnel of the nursing home he was staying and an ambulance was called. However, when the medics examined him, their conclusion was that Mr. Osumba had already passed away.

Prior to the discovery of the body, a close family member who visited him on Thursday, July 25th, told KSB that Osumba had been coughing ?very much? while he is also said to have had some digestive problems.

On Wednesday, July 24, Mr. Osumba called Jared Odero, a friend, and informed him that he was packing his belongings because he was now moving from the nursing home to his own apartment after making progress health wise. It was therefore a big shock to Jared this morning when he received the news that Osumba had passed away. The same day, Mr. Osumba called KSB and said that he would soon invite friends to his new home for a ?house warming?.

Although Mr. Osumba passed away on Saturday morning, the news was only broken to the family today, Monday 29th. On Saturday evening, KSB received intelligence that Mr. Osumba had ?suffered a heart attack?. The report arrived as Kenyans and friends were condoling the family of Pamela Omiti who had lost her sister in Kenya. A top KSB staffer then called the family immediately to establish his real condition but the family member who picked the phone said that he was doing well. ?We received information that he had fallen ill but that he was now doing well?, the member told KSB.? Incidentally, Mr. Osumba had already passed away that morning although the Swedish authorities had not yet informed the family. The family member promised to keep KSB updated, only to learn this morning that Osumba passed away on Saturday.

Mr. Osumba was a very political and intellectual Kenyan who analyzed Kenyan and international politics from an ideological position. During many interractions with him, he threw a lot of light on the unwritten history of the Republic of Kenya especially during the 1960s. He was a very close friend of the late Jaramogi Oginga Odinga who assisted him in the early 70s to travel to the former Soviet Union for further education. When the government of the late Mzee Jomo Kenyatta started frustrating Kenyan communists who had studied in the former USSR, Mr. Osumba moved to Sweden as he studied the situation in Kenya. This is how he came to settle in Sweden. Mr. Osumba was 70 years old.

KSB sends deep condolence to the family of the late Osumba whose sudden death has come as a real shock to both the family and all those who knew him. Relatives, friends, sympathizers and well-wishers are meeting daily at the family residence at Grumsgatan 4 in Farsta where an ?Open House? has been set up to condole with the bereaved family. Mr. Osumba is survived by four children, Teresa 39, Jacob 20, Bryan 15 and Tabitha 13. The late Kenyan has one grandchild. Further information can be obtained through the family at: 0760632753. As consumers, we have significant power in creating sustainable change in the way we use our money. The most common way is by the choices we make during our regular purchases like food, household goods, vehicles and others. I would define these as direct expenditures. But, we also have an opportunity to encourage sustainable change indirectly by the way we buy assets. Common forms of investment occur when we purchase shares in companies either through a stock exchange or mutual funds.

Investing has historically been defined as a method of generating a financial reward as a result of purchasing an asset-?like shares in companies. Increasingly, it is becoming apparent that this narrow and short term definition does not serve us well. By only focusing on the fiscal side of the return, too much risk is internalized making this sort of investment unsustainable. One of the most common ways we invest is creating a nest egg for our retirement, often in the form of RSPs. These are typically in the form of a Guaranteed Investment Certificate (GIC), Canada Pension Plan (CPP), mutual funds and pension plans offered by our employers.

According to Principles for Responsible Investment (PRI), an international group of investors, ?responsible investment (RI) is an approach to investment that explicitly acknowledges the relevance to the investor of environmental, social and governance (ESG) factors, and the long-term health and stability of the market as a whole. It requires investors and companies to take a wider view, acknowledging the full spectrum of risks and opportunities facing them, in order to allocate capital in a manner that is aligned with the short and long-term interests of their clients and beneficiaries.?

In other words, RI expands the definition of a successful investment beyond simply the shorter term fiscal results and includes the other legs of the sustainability stool?-environmental and social outcomes.

Some argue that RI is a form of philanthropy-?that returns are lower than conventional investments and that by participating in RI, one is in effect making a donation. Much research has been done in an attempt to answer this question. In 2012, the Royal Bank of Canada released a report that reviewed current research on the matter. It reviewed four distinct areas:

Compared performance of RI indices relative to traditional market indices

Compared performance of RI mutual funds relative to traditional mutual funds

Compared performance of hypothetical RI stock portfolios against conventional portfolios, and

Tried to determine if there is a linkage between RI and improved financial performance

The chief finding of this research is that socially responsible investing does not result in lower investment returns.

The?Canadian SRI Review 2012?(http://www.socialinvestment.ca/wp-content/uploads/CSRIR-2012-English.pdf) found that RI assets in Canada grew by 16% between mid 2010 and the end of 2011, more than total assets during the same period. Total assets managed under RI guidelines in Canada during 2012 was $600.9 billion. According to the report, ?the financial scandals of 2008, as well as the ongoing debate about climate change, are prompting Canadians to look for investment alternatives.?

In addition to selecting investments based on RI principles, Shareholder Engagement is a strategy used to open channels of communication between a shareholder and a company to improve the environmental, social and governance (ESG)?performance of the company. Shareholder Engagement occurs when shareholders use their votes to encourage companies to move their operations to more sustainable practices. This strategy can be particularly effective within large pension plan administrators due to their far and strong reach into a wide number of companies. In 2005, the CPP adopted an RI investment policy formalizing shareholder engagement in order to encourage the companies we Canadians are invested in to improve their practices. Shareholder engagement is a strategy that all investors can use. It lets companies know that their investors are paying attention to not only the fiscal returns of the company but also how those returns are coming to be, and provides a venue for investors to encourage change from the inside out.

So, next time you make an investment, either through the purchase of an RRSP, buying stocks or by way of payroll deductions for your employment retirement plan, ask these questions. How are my returns being generated? Are the practices of the companies that I am investing in sustainable? What can I do as a shareholder to push for sustainability?

WARSAW (Reuters) - The European Court of Human Rights (ECHR) has agreed to consider a second case against Poland over allegations it allowed the CIA to run a secret jail on its soil, intensifying pressure on Warsaw to reveal how closely it was involved in the U.S. "war on terror".

The Strasbourg-based court will consider an application from Saudi-born Abu Zubaydah, who alleges that he was held illegally about a decade ago in a CIA-run facility on the grounds of an intelligence training academy in a Polish forest.

His case will be considered alongside one brought earlier by Saudi national Abd al-Rahim al-Nashiri, who says he was held in the same place as part of a CIA program of "extraordinary rendition" to detain and interrogate suspected al Qaeda operatives.

According to applications submitted to court by lawyers for the two men, they were flown by private jet to a remote Polish airfield and then driven to the facility near a village called Stare Kiejkuty. While there, they say they were subjected to interrogation techniques - including water-boarding - that human rights activists say amount to torture.

Polish officials deny hosting a CIA jail. Poland's foreign ministry said it had received details of the case from the ECHR.

"Poland is obliged to reply to the complaint by the deadline of September 16 this year. The case is currently being analyzed by the legal services of the ministry," it said in a statement.

The twin court cases are awkward for Poland's government: it is caught between a desire to be seen as a model of human rights and respect for the law on the one hand, and its close security relationship with the United States on the other.

GUANTANAMO INMATES

The United States has acknowledged that, as part of its "war on terror" it had facilities around the world where it held al Qaeda suspects. Putting them on foreign soil meant the detainees were not entitled to the protections afforded under U.S. law.

Washington has never disclosed the location of any of the prisons, and President Barack Obama signed an order ending their use after taking office in 2009. Both Abu Zubaydah and al-Nashiri are now being held in the U.S. military jail at Guantanamo Bay, Cuba.

Warsaw has so far declined to answer questions from the court about the allegations made by al-Nashiri, citing national security concerns and worries about interfering with a separate criminal investigation inside Poland.

"As a member of the Council of Europe, Poland is obliged to cooperate with the Court," said Helen Duffy, senior counsel for Abu Zubaydah on behalf of Interights, a human rights group.

"It needs to begin to engage with the detailed allegations against it and to account for its central role in the rendition program," she said.

Abu Zubaydah's application against Poland was on Monday listed by the ECHR as having been "communicated", which means that on a preliminary examination the court believed there was a case to answer.

The court usually takes several years between receiving an application and communicating it, but it acted more swiftly in the two cases against Poland: 14 months for al-Nashiri and six months for Abu Zubaydah's application.

Some people with expertise in the court's workings say this could mean a ruling will be made as early as this year.

The U.S. government says Abu Zubaydah ran a camp in Afghanistan that trained some of those who carried out the September 11, 2001 attacks on U.S. cities. It accuses al-Nashiri of directing an attack on the U.S. warship Cole in the Yemeni port of Aden in 2000 that killed 17 sailors.

Prosecutors in Poland have been conducting a criminal investigation into allegations that Polish officials knew there was a CIA jail. It has been running now for five years, with no sign any prosecutions are imminent.

Google Shopper next to fall out of existence, app being retired on August 30

The Google streamlining continues, with the announcement now that their dedicating shopping app, Google Shopper, will be retired come August 30. The app acts as a front for Google's web-based shopping curation service, and helps people find products and prices in their local areas as well. But, in around a months time the app will disappear. From the Google Commerce Blog:

We want to focus our efforts on Google Shopping and Google Search, to create a better, more consistent shopping experience across all devices. To help us focus on that goal, we?ll be shutting down the standalone Google Shopper app on August 30. Going forward, you can search directly on Google (or use the Google Search app on mobile devices) or visit google.com/shopping in any browser.

So, the service doesn't die, but is moved completely within the confines of another Google application. Much like Latitude is being incorporated into Google+ and Local is being moved into Google Maps, it's a streamlining on the mobile front we're seeing. It's a strange new time of Google apps, as we've gone from having something for everything, towards a more structured approach. Nevertheless, there's bound to be a few folks disappointed to see Shopper go the way of the Dodo. Are you one of them?
